In order for more FDI to be attracted to the country, Uganda plans to follow Zambia's example of ensuring its business ratings are competitive. Zambia is seen as a frontrunner within the Comesa trade bloc for its low compliance costs, fewer trade licences, its integration of regulatory processes, mitigation of revenue losses from non-tax sources and faster turnaround times for acquisition of business permits - an achievement that has also rid the regulatory system of much of the scourge of corruption.

As a result of extensive business reforms, the number of days taken to register a new business in Zambia has fallen to less than a week while the net administrative burden suffered by local businesses has dropped substantially.
