Smaller economies lead WB business reform index.

The latest World Bank Doing Business report shows that Africa's smaller economies are outdoing heavyweights like Nigeria and South Africa in business reforms. South Africa remains 82nd out of 190 countries while Nigeria fell one place to 146th after rising by 24 places last year.

Contrast this to healthy gains by some of Africa's smallei economies like Mauritius and Rwanda. Mauritius is the only African country to make the top 20 and has made consistent reforms over the last two decades--shrinking the time taken to register property by a factor of 12...
