In "Spent force?" (April), Bill Aiken offers support to the introduction of resource accounting and budgeting principles to central government. But in doing so he uses a report from the National Audit Office (NAO) that sought to identify how departments could improve their performance.

After quoting from the summary that just over a quarter of the 46 departments had made good progress, he concludes, "so that means that three out of four departments and agencies have not".

However, the reference was not to a "yes/no" criterion of whether they were making progress or not, but to levels of success on a framework produced by the Public Audit Forum.
