Leading environmental bodies are calling for tougher penalties against company directors who are convicted of environmental offences.

In the past year a record number of directors have been found guilty of breeching environmental regulations, but the average fine is still just over 5,000 [pounds sterling]. This is despite the fact that the ceiling for fines in magistrates' courts for such offences is 20,000 [pounds sterling]. There is no upper limit in the higher courts.

A recent report by the Environment Agency revealed that the number of directors fined had risen from three in 1999 to 11 in 2003.
