The implementation of the new code of corporate governance has been delayed by the Financial Reporting Council (FRC), which is attempting to water down some of its planned measures. The proposals of Derek Higgs's report on non-executive directors, published in January, were due to take effect on 1 July after a consultation period ending in mid-April. Instead, they could be delayed by more than six months as a working party led by Sir Bryan Nicholson, chairman of the FRC, reworks the code.
