The European Commission has issued a "small business act" (SBA) for Europe to support 23 million small and medium-sized enterprises in Europe.

Most jobs in the European Union are provided by organisations that employ fewer than 250 people. The commission said that they were "crucial" to the future development of the EU, but it recognised that they often faced huge bureaucratic obstacles. The SBA is based on ten guiding principles and proposes policy actions to be undertaken by the commission and member states.
